The short answer
An AI sales agent answers every inbound enquiry within seconds, at any hour, in Arabic or English; asks the questions your team would ask to qualify it; records the answers in your CRM; books the next step; and keeps following up until the prospect says yes, no, or not now. It then hands a documented, qualified lead to a salesperson. It does not negotiate, discount or close. Start with inbound response and follow-up, where the gain is clearest and the risk is lowest. Treat outbound calling as a separate, regulated decision.

Cabinet Resolution No. 56 of 2024, in force since 27 August 2024, regulates marketing by telephone call across the UAE, including the free zones. Its main requirements are widely reported:
- Businesses need prior approval from the competent authority to carry out telemarketing.
- Calls must be made from numbers registered to the licensed company, not from personal mobile numbers.
- Marketing calls are permitted only between 9am and 6pm.
- Numbers must be checked against the Do Not Call Registry (DNCR), and people on it must not be called.
- Consumers who decline must not be pressured or repeatedly called.
A companion resolution, No. 57 of 2024, sets the penalties, with fines reported at up to AED 150,000 for repeat violations, alongside possible suspension of activity and licence action.

Messaging has its own conditions. How to set one up
- Map where enquiries arrive and what happens to them today. Every channel, who answers, how fast, and where the record goes. This alone usually reveals the leak.
- Define "qualified". The four or five questions that decide it, and what answer sends a lead to a salesperson, to nurture, or nowhere.
- Assemble the knowledge. Products, prices that can be quoted, availability, locations, the answers your best salesperson gives. If it is not written down, the agent cannot say it.
- Connect the systems. CRM, calendar, WhatsApp Business, the website form. Your existing tools stay; the agent works on top of them.
- Write the handoff rules. Who gets which lead, how they are notified, and what the agent says while the person is on their way.
- Run it in shadow. Let it draft replies for a person to approve until the drafts are consistently right, then let it reply on its own.
- Review weekly. Read a sample of conversations. Fix the knowledge, not just the wording.

Measure the baseline before you start, or you will not be able to tell what changed.
- Time to first response, split by working hours and out of hours.
- Share of enquiries that receive a reply at all. It is rarely as high as people assume.

- Follow-ups sent per lead, and how many leads were revived by them.

Be sceptical of any vendor quoting a conversion uplift before seeing your pipeline. The honest figure depends on how many leads you are currently losing, which is the first thing to find out.
Common mistakes
- Pretending it is human. People notice, and trust drops when they do. An agent that introduces itself as the company's assistant and is useful does better than one with a fake name.
- Interrogating the lead. Ten qualification questions in a row is a form with extra steps. Answer their question first.
- No route to a person. Anyone who asks for a human should get one, quickly.
- Following up without limit. Persistence becomes harassment. Set a cadence, set an end, and honour "no".
- Starting with cold outbound. It is the most regulated and least rewarding place to begin.
- Leaving the sales team out. If salespeople see the agent as a threat or do not trust its leads, they will ignore them. Involve them in defining "qualified".
